black toolbar

    was working on a website, ebay, and the menu? toolbar went black...its the one with file, edit, view, tools, ect. When I moved the cursor over the black strip, the choices would show up as I passed over them. Now the black strip is gone and I don't know how to get that tool bar back.:confused
