Blinking/refreshing Active Windows

I have a unique puzzling problem everything on my screen is blinking, webpages, windows I can’ t even type in the search boxes, right clicking for spell check I but impossible, is always the active window that is blinking or refreshing?

So far I run Malware bites and some reason I was not able to run it it was jumping from updates to running scan and back again finely it gave me an error so I run Spybot and deleted everything it fined but the problem still exist

The problem started after I record it my screen with TinyTake when I tried to save the video something looked funny so I deleted the video and wile I was deleting, the screen was blinking as if I was still recording

Since then I uninstall the program TinyTake the problem is still there.

Update:
I did the restore this morning to a point before TinyTake and 2 Microsoft critical updates and that did the trick.
Now I have to be clear about this so as not to confuse any one, I am running normal again and TinyTake is still installed but I will uninstall it.
