Blue/Yellow desktop warning install Antivirus

I have come across this virus four times in seven days.It displays as a Blue/Yellow desktop warning install Antivirus or malware remover after five min's bugs begin to eat the warning. Actually looks very cool. Signing in as admin gives you nothing but desktop no icon or start menu, safemode nothing but black screen surrounded by the safe mode text. Only way I can remove it is taking hard drive out and hooking up as an external to another machine and running AVG. I cannot keep pulling or don't wanna keep pulling people H/D'S. I have an old Barts PE with some antivirus software but not sure how old this virus is and if it will catch it. Anyone had this virus and removed through dos prog or somthing like that or even know about it not to much on google.
