Boot after power loss

    I have a P4-SGX-mx board I think and I'm trying to enable its boot after powerloss feature. I've enabled it in bios and tried cutting power manually from the breaker switch and it works great. Once I turn the power back on the PC boots up and everything is awesome. However in an actual power out, it does not boot up. It stays shut, refuses to be woken up via LAN, or any keyboard wakeup commands (all enabled from bios). I have to manually boot it, but if I tried cutting the power myself, it always boots up :confused. Any ideas whats going on ?

    I've looked into updating the bios, however it requires a floppy drive and those are almost museum devices by now, and even if I find the drive I'm unlikely to find a functioning floppy disk. So any idea how to update its bios with any new utilities ?
