boot issues

I have a Dell laptop Inspiron running XP Pro SP3. I started out with extremely slow boot up issues into Windows, ~20 mins. So I attempted chkdsk /p which I eventually got to run from Safe Mode and CMD PMT. Some errors fixed but still could only boot into CMD PMT. I ran ccleaner and fixed the found issues. Then ran the registry cleaner, which found over 400 issues, and rebooted. System still locked up on normal boot up, so restarted into Safe Mode CMD PMT and now I'm stuck as no CMD PMT window appears. I have a black screen w/ Safe Mode in the 4 corners and across the top of the screen it says, " MICROSOFT (R) (Build 2600.xpsp_sp3_gdr.809014-1236: Service Pack 3).

I feel like I'm going backwards on this thing. It is my kids' computer.

 

I started working on this problem 19Dec.
No major changes were done.
I had tried msconfig originally as you asked but system still locked up.
I'm using ZoneAlarm Internet Security Suite. It is up-to-date.

I don't receive any error messages regardless of what I try. I can no longer boot into Safe Mode successfully. Until I ran CCleaner, I was able to boot into Safe Mode w/ cmd pmt. The start button was/ and still is not available. When the cmd pmt window was working, I could type <explorer> to get the Start button, but like I said. the cmd pmt window is not working anymore.

I had tried going back to the only restore point , 19Dec, but the system locked up.

At this point, I can no longer execute a program.

I have the Dell Op Sys reinstallation disk but would like to know if all data will be lost if I reinstall? Other options?
