browser problem, malware or..?

So my other PC (which is a total piece of shit, just to warn you,

old crap hardware, slow, dusty, out-dated scanners, not defraged, possible malware infestation - reason its my dads PC, hes stubborn + doesnt know how to use a PC properly, so i couldnt give a shit what he does)
but now hes being difficult and is thinking about a router and what not so i obviously have to do everything myself and clean his god damn problems

When i launch the browser, i get page cannot be displayed even though its connected to the net. and aswell when i try to update the scanner afaik it tells me to connect(i only did it once so i cannot remember exactly whether is updated or not, so for now u can take it that it didnt update)
Should i do the general cleaning thread and report back?
tbh the about:blank special removal thread seemed up my alley for some reason
