Browsersafeguard takes out wifi and usb

I turned on toshiba laptop and found in had a DNS 651 error when trying to log onto google. Research showed a malicious program called browsersafegaurd had come in the back door. When I went to uninstall it all seemed ok. When I went to sign onto the internet no Internet was not available. All my other devices are running perfectly on the net. I also noticed it doesn't recognize anything plugged into the USB. iPhones and androids will charge though.

Any ideas. And please go step by step. Noobie here
