You need a CD burner, blank CD-r's and a program that converts MP3's to CD format (wav). You can use windows Media Player 10, Nero CD burning Rom, Adaptec EZ CD creater, and Real Player to name a few of dozens that are out there. Take the time to understand the process before you start downloading software and scratch your head. Im sure some users out here have some good links.

To an audio CD like you would use for your car's CD player:
    CD Burner XP
    or
    Burrrn
To burn the files to a CD for storage/backup or to play in a CD player capable of playing MP3/WMA/etc. files, use CD Burner XP.

You don't necessarily have to convert the MP3.

If the player it's intended for supports MP3, then just burn it as a data file.
