Buzzing powersupply/whine

I recently RMAed my Silverstone ST-1000 because is shorted 3 months after having it, now i recieved my new power supply (3 weeks later) its an ST-1000-NV slightly different but its the same basically, now the problem is the powersupply makes a buzzing noise or whining im not sure how to describe it, more like a high pitched whine like you hear when you turn on a CRT TV (if you have good ears) except higher pitched. I read onlike that it could be related to a failing capacitor. The powersupply only makes the noise when the system is powered on. When the powersupply is on but the system is not (meaning not booted up) there is no noise. I am also getting this problem with a transformer for a silverstone external hard drive brick. So should i not use my system and go through another RMA? Any insight as to what is making this noise?

 

I suggest a Turbo Cool Power Supply.. Buzzing is for bees...

 

Is the fan turning or jammed?

It won't turn when the system is powered but not booted.

 

Computer components are designed to be as silent as possible, so any type of buzzing, squealing, whining, screeching, grinding, clicking, etc, is not normal is usually a sign of impending doom. Personally, I'd get a new PSU soon to avoid any down time or possible component damage when the current PSU goes out (and it will go out).

 

thanks i kinda figured that was the issue, i contacted them today going to get an RMA number soon.
