Can I Still Use This To Install My Os?

I'm making progress on getting Windows installed on a budget HP Stream laptop, but hit a snag. It came with Win S mode, but was nuked when the power was pulled during an update.

I was able to get a Windows 10 install USB and got up to the point where Windows needs to create the partition. It didn't work for some reason. So I used the SHIFT+F10 command to do the manual install of the files. But when I used diskpart to select the hard drive and then create a partition manually, I get this error:

"DiskPart has encountered an error: Data error (cyclic redundancy check)."

Does that suggest the onboard storage is corrupt and can't be used? Or is there a fix that could possible make it usable (I assume chkdsk is out, since there is no run prompt/OS installed).

Yes try running chkdsk.exe on the hard drive. This will check for and repair disk errors. If you can't boot from your HD try using a recovery USB with chkdsk.exe on it.
