Can someone view my private emails and/or see screen shots?

I do not know much, if anything about internet security. However, I run a conspiracy forum, and we have found a GOV. "spook" who has infiltrated and is collecting info on members. I have reason to believe this person has been into my private emails, and may even be looking at everything that I do via screen shots. Is that possible? Is there a way to know for sure? Is there a way to keep him/them out of my computer?
What about my IP address? Don't know anything about that either, but is there a way to change it, and would that help to keep him out?

Any help would be appreciated!!! I don't like this one bit. This person has pretended to be a friend, and I believe he is dangerous.

Please help!! Tell me where to start.

Before we even think about helping you, exactly what does this mean????

But do note this, if someone had hands on access to your PC and you think they are stealing information, you need to report this to local authorities and the safest most reliable thing to do is format and reinstall since there is no telling what they may have installed on your PC if the had access. Commercial keyloggers are undetectable.

Then you need to go to a totally different secure PC on a different network and change ALL passwords for anything accessed via the possibly hacked PC.
