I recent had to reload my OS (vista) but before doing so i copied all my files (music, pics, videos) to a toshiba 320GB external HD. After the reload i attempted to transfer the files back over but would not allow it saying i had to format the HD. As fun as that sounds i dont want to lose all i have on it. any ideas?

Try a different USB cable .... another is to have power to drive caddy ''ON'' then connect the usb cable to computer then connect to drive, Failing that drop your usb voltage down a peg in bios setup. More information on what your computer consists of and what OS and service pack. By revealing this information you will get more help.

How did you copy your files over? If you used a specific program, have you reinstalled the program?
You might need to take ownership of the files since the user who "owned" those files disappeared when you reinstalled Vista.
Take a file on the external, right click, select properties and see what it says.
