cant disply pic as wallpaper

hi all anyone help.am tryin to change me wallpaer.gone into desktop picked pic ie tulips and applyed. the screen just flickers and nothing. tryed me own pics as well ie set as background etc but nothing. i swithed user and it works there.i checked and the files are still the in docs and setting. when i log of the pic i picked flickes up for few seconds , the same when i log on the picture flashes up the goes its as if its behind desktopconfused confused

 

you could try this..
right click on desktop -> properties -> Desktop -> Customize Desktop -> Web

and make sure that nothing is checked.
