Can't download ANYTHING from internet Please Help

Where do I Start? Well, first I deleted some programs through the control panel (Windows XP Pro). After I deleted the programs everything was working fine. A couple of days later i decided that i wanted my old toolbar back so I did a system restore. Now??? Everything on my system works fine. Except when i try to download ANYTHING from the internet ie.. Programs, Software, email attachments , Printing ETC... One thing that does concern me is that from my control panel I can't access my Internet Options I am totally blocked out. This situation has me totally stumped.. I don't want to have to reinstall XP and lose the:cry Info on my System. Does ANYBODY have a solution for me or has anyone heard of this problem before? PLEASE HELP !!!!

You did not say what programs you deleted or what version of IE your using, please advise.

Also, check your computer for 1) spyware & 2) viruses & do one of the online scans (Bitdefender) in the Read Me if you still can't download.
