Can't download/save or run any programs

I was trying to set up skype on my brother's computer and it won't let me save it or run it. We tried to download a book and couldn't which he had done the day before. I also tried to download Superspyware and it wouldn't. When trying to save it or run the exe file, it says scanning for security and then says the file couldn't be downloaded. I've ran Malwarebites, Microsoft securities, found and removedabout 5 viruses. I shut down the firewall, realtime scaning and it still scans for security before trying to download, The OS is vista, windows 7. What could be scanning for security with everything shut down?
