Can't Open .crd file

I tried to open a .crd file i downloaded but i get the error message "the managed card cannot be installed contact card vendor..." this is the first time i have tried to open a .crd file and i am at a loss as to why i am unable to. i am running windows xp pro sp2 and have card space showing in my control panel. so why won't it open that .crd file?...thanks

Does the file open with notepad? Hold down the shift key and then right click on the crd file and select open with. Select Notepad making sure that"always use this program to open this file type" (or words to that effect is unticked.

it looks like there are two different types of crd files.
