Can't read CD

Hi,
I have a problem and wanted to see if someone could help.
I have a CD that has data on it and all the different CD dirve I have can either read it very slowly but then say the disk is empty or they just don't read it at all. I tried on a windows 2000, XP and a Win 98 machine.
The cd was made on a computer in Turkey, not sure if that mattered but that seems to be the only thing that is different.
I was able to read the CD once but it was slow and only gave me a list of what was on it when I tried to read a file it jsut said there was no disk in the drive.
Is ther any programs that can read it, ther is data on it I am sure of it.
