Can't remove incomplete download

Hopefully someone can help me -- I tried to download Paint.net from MajorGeeks.com. It took ages, and when I checked on it, downloading had stalled. I tried again, but then found another page where I could get it in no time, so I deleted the download (in Firefox).

Now I have a probably fragmentary application file named "PaintDotNet_3_0_WithDotNet_MajorGeeks" on my desktop, and every time I've tried to delete it, I got the message that another programme or person was using it. I've tried deleting/erasing the file via DOS, I've cleaned up my registry, I've tried by restarting the computer, but even when there is no programe active in the task manager I can't seem to get to it.

How can I delete a file that is apparantly still being used? Or how can I find out which process is running it so that I can shut that down and then delete the file?

I'll be grateful for any suggestions (apart from shooting my computer, which is an idea I've already had myself)

Also if unlocker doesnt work either of the below may, also if they dont remove the file in normal mode, boot into safe mode.

    1. Pocket Killbox
    2. MoveOnBoot this one, once you dragNdrop the file or browse for its location, deletes the file on reboot, so any applications that have locked the file are not running so cannot lock it before deletion.. my fav!

If the file is not complete i.e. a proper file you might clean it up with check disk

    open explorer>right click c drive>properties>tools tab>check now

select automatically repair/ recover bad sectors etc

    click start

you may be offered to do this on next restart so restart and let it do its thing.
