Can't start DHCP

I got a virus which froze my computer with a bluescreen. Was giving me corrupted recycle bin and could not start DHCP client in windows services.

I ran malware anti bytes and super anti spyware, got rid of trojans, deleted my recycle bins. Killed some phony process. I wanted to run combofix after that, but it hangs when it says ten minutes for an hour (even in safe mode). (MBRcheck says infected but I don't know what to do when prompted, it asks if i want to dump to file.)

I've tried system restore but each time I do it says, restore point damaged or deleted during restore. I thought this would be most helpful as it could get my dependencies working so i can connect to the internet. The biggest problem is dhcp right now. Everything else "appears" to be working.

    Any ideas? Thanks.
