Can't update my video card driver with problems

I have a VisionTek Radeon X1600 pro 256MB HDMI video card. The driver I use now is stable, but whenever I install a new driver with a new catylist control center, the screen flashes. I contacted ATI about the issue, but they were no help. I tried installing the driver only, and had the same issues. So I think it's the drivers and not the CCC software.

The questions I have:

1) Do I get the drive from VisionTek or ATI?
2)I think if CCC started up before everything else, the drivers would work. I know with the newer drivers if I wait, the monitor eventually stabilizes

CPU: Intel Dual core 2.8 ghz
RAM: 2046 MB
HDD: 160 GB NTFS
Monitor: Dell 1707FP (17 inch, DVI/VGA)
Video: VisionTek Radeon X1600 Pro, 256 MB HDMI, S-video
Tuner: ATI 550

But maybe I should get my driver from here
