So i set my seagate 120gb as my master drive with the white thing, i plug my other hd in (western 30gb) and have it as my slave, but when i turn on my computer it tells me something like "0 disk drive cannot be found" and it wont boot

Do you have master first in line ( closest to mobo) and slave at the end?
Is the 120gb a new one ? if so try reversing the order

Hopefully one of your IDE ports didnt fry. If what Petaluma said doesnt work, turn off your machine, unhook the CD rom drives, and try plugging your Hard Drives into the Secondary IDE Port. See if they get recognized then.

If you have a drive cable with color-coded connectors (blue, gray, black), make sure that the blue connector is plugged into the mobo, jumper both drives to Cable Select (CS) then plug the drive you want to be Master into the End connector (black) and plug the drive you want to be Slave into the middle connector (gray). That should work for most drive pairs as the Master/Slave settings can be iffy with some drive brands.

As craig has said 'O' 'the 30 gig ' drive is the drive with your operating system on and the one your motherboard is looking for to load windows, you want this on the end of the IDE cable and set as master, first check this is how you have it set up,at this point dont install your other drive or any cdroms, turn on your computer go into bios check your drive is there exit bios and let windows load to check everything is as it should be.

once you have got past this stage install your I'm guessing new drive '120 gig  into the other connector on the same ide cable and set this drive to slave, restart your computer go into bios check they are both there exit and try and load windows

If at any point one or more of the drives disappear post back, the ide cable may be defective, one of the drives dead or you may need a bios update for your motherboard

thanks for all of your suggestions. the problem turned out to be that i didnt have my other hard drive set as the slave. i figured that if one was set as master, then putting the other in slave mode wouldnt be necessary. but after about 10 minutes of looking for another tiny white thing, i put it in, and it works perfectly now.
