    They are two different programs

CCleaner is a system cleaner (have a look at its features on its website)
IoBit Uninstaller is a program uninstaller, not a system cleaner.

There is some overlap between the two, CCleaner can run basic uninstall routines, uninstall browser plugins and can be used to remove remnants left from a 'bad' uninstall. IoBit does clean deeper on uninstall, though I suspect that few 3rd party uninstall tools remove everything and that some can go a little overboard and should be used carefully.

CCleaner is also good, if used carefully, at removing a lot of files that really aren't needed after one use, or temp files etc. Be selective when using it though, some logs can be useful should you bump into an oddity, browser cache files will save time/cost downloading the files again when mobile, etc.

Of the drive cleaners I've used, CCleaner is the safest when run at defaults, but I deselect some default options to suit my own usage pattern - not cleaning my zip software usage tracks means I have to hunt less (rarely, in fact) to point the zip software to the location I want to extract the files to, it's easier to select the locations stored in the dropdown list than it is using Explorer to find a regularly used location again.

If you're concerned with security, as opposed to privacy, remember that any portable device can be walked away with - take some time to consider how you might be able to safeguard your data, at least from amateurs, should the worst happen.

Never use a cleaner to delete an application program. Cleaners are use for getting rid of junk/trash file created after each time you run a program. Typically, these files are no longer needed and will be recreated as required, the next time you run the program.
An uninstaller is what you use to uninstall an application program altogether. Some are specialized for certain programs, like security ones for Anti-malware and firewalls. For example, you need the Bit defender Uninstaller to uninstall the Bit Defender AV programs.
Most other application programs can be uninstalled by generalized uninstallers. Ccleaner has a feature to do this. Actually, Windows does too.
Look in control panel for Programs and Features (w7), where you can find the option to uninstall programs. There are also some more robust
uninstallers that find more stuff to get rid of, especially in the registry file. Wise Program Uninstaller can do this, as well as Iobit, I believe. My preference is Revo here: http://www.majorgeeks.com/files/details/revo_uninstaller.html

Yes, CCleaner > tools merely uses the inbuilt Windows uninstall routine. For a thorough uninstall a separate program such as IoBit Uninstaller, or Revo or Geek Uninstaller do the job more cleanly, and for most AV suites using their own official tool is best.

I find Iobit system care runs well, with Windows Defender- Cleans /uninstalls, and I have had no trouble using Windows 10 with it.
Depends on how clean you want it - I updated to pro version for that little bit more.

I don't delete files. I use Eraser. I right click and erase anything I want to get rid of.

(Most of the files are stored off the computer so these would mainly be temporary files).
To uninstall programs, I used to use several programs but now that Revo Uninstaller free sees 32 bit and 64 bit programs, I use that to uninstall all programs. Add/Remove removes the programs and a few scattered entries but it leaves things in the registry. Revo will give you a listing of Registry entries for you to select and have removed.
