cd burner not burning

when burning audio cds the software nero and roxio both says disk created successfully but when you go to play the cd it is blank.

i dont think its software as like i said i have tried both the above programs.

the cd-rom still reads an plays disks fine.

im told by a know it all mate the burning laser isnt writing the disks and its a problem with windows98 and it would work with xp.

anybody got any ideas if this is the case and a way to fix it.

is the cd still blank afterwards? or has data but can't played
maybe u chose image recorder, it's burned onto ur harddrive.
or something else?
