I just burned a DVD movie (about 3gb). I always burn DVD movies at 4x for best results. Why is it that burning a 3-4gb DVD at 4x takes less time than burning 700mb of data to a CD at 8x? Does a CD spin that much slower?

Well I do know that CD lasers and DVD lasers are different wavelengths. One I think is red and the other blue. It could be that because of the different wavelengths, one is more efficient at burning than the other.
