Change dimensions/resolution of GIF?

I have a GIF file that's too large: it's 318x237 and I'd like to cut these dimensions in half (or more) to 159x118 (or smaller). How?

Does it matter that it's an animated GIF? I haven't worked with GIFs (animated or not) too much, but when I open an animated GIF in MSPaint, all it shows is the 1st image of the animation 'set', and I haven't messed with XnView in a couple years, but I'll check it out.

MS Paint can't handle animated GIFs, so, as you've seen, you will lose all frames in the animation except the first one. I don't know whether XNView handles them. Thanks folks! I'll check these suggestions out tonite or tomorrow and let yall know what happens! I haven't used Gimp or Irfanview in a looong time, but I'll give it a go!
