changing port settings w/XP

    Hello, I have a device that only sees ports 2-16, and I am curious how change port settings on XP. I am familiar with changing these on 2K.

    What device is it?

    Incoming or outcoming ports? UDP or TCP?

    What firewall are you using?

    the device is a usb to serial port hub
    unclear on in or out??
    no firewall

    maybe I am going about this the wrong way, my appologies, I respectfully appreciate your patience with me, let me start over. I am interested in find a way to "re-assign" port settings using XP. I have knowledge of this process using 2k OS via "add/remove hardware" , but I don't see that option with XP.

    just changing the port number ei: from say something is assigned to port 20-24, to manually assign them to say, 9-13. make sence??
