Chrome Issues? With Volume Control & Screens

All of a sudden yesterday, I got a volume control and playback controls on my screen when watching Youtube, and they won't go away or turn off. It's driving me nuts. I didn't turn it on, and nothing I've tried turns it off. Screen shot so you know what I"m talking about.

The 2nd issue, even more annoying..... I have two screens, and up until today, I have always been able to put some chrome tabs on one screen, and put others on the second screen. So, that, for instance - I can watch a movie while I'm reading email, or cruising facebook. Now I can't move any of the tabs or program at all to the 2nd screen. I will try Edge, but I'd rather not have to use it.
