Computer acting strange lately...

As of late, my computer has been acting odd. Sometimes when i start up, my mous suddenly stops being able to move freely on my screen, it can only move right or left, not up or down. A minute or so after this happens, my screen gets buggy and i cant seem to do anything but restart. Im not sure iof this is malware or not, so i posted it here. I have downloaded and installed what your read me first thread asks, yet this problem still occurs. Id like to get this solved without having to reformat my computer, and any help you provide is appreciated.
