Computer Locks up at Windows loading screen

My computer locks up at the Windows screen. A few blue bars go through then it locks up. Sometimes It will load past it and my Computer runs like a champ. I dont have the specs for the pc, But the Motherboard PSU and CPU are less than a month old.

 

ok i did a system restore to yesterday and now running a virus scan and after that im gonna run a defrag
