More info ....what, if anything, happened preceding this?
Can you get into bios? Safe mode?
At what point does it reboot?
Do you have the xp install disc?

Can you also get into normal mode?
Does the computer shutdown properly in safemode?

Some over the top info on, what may help out, our troubleshooting...

    A side note:

What if the system reboots, due to a BSOD, upon a shut down.

To trouble shoot this, simply, boot into normle/safe mode, right click on "My Computer", Select the advanced tab, then select SETTINGS within "startup and recovery". Uncheck, "automatically restart" within system failure. Ok, ok, ok.

Hopefully, I have this right, vista is slightly different.

Still confused (but then I'm only 1, so what would you expect?) ...you were reinstalling windows .(did you succeed with the installation)? But it happened after you formated the hard disk (is this a slave drive, not the one that has the os on it?)
     :)

    And I'm 2.

I reread his/her post and I realized the same thing. But, if windows, after a re-install (repair? full install?) fails, it could be a hardware issue. Thoughts?

So ...if I'm understanding correctly ...it's running ok, but when you hit restart, it doesn't ....just hangs? Does it shut down if so choosen? Have you run an online virus scan? Panda online active scan

See if this works ....this is only a test ....if it were (oh, nevermind.):
Here's how you can set up a restart button on your desktop:

    1. Create a shortcut (Right-click on desktop, select New > Shortcut).

    2. For location, type the following:

    shutdown -r -t 0

    3. Click Next, enter a name for the shortcut ("Restart" is appropriate), and click Finish.

When you click your Restart shortcut, Windows XP will reboot *automagically*!
