Control centre virus

I have this control centre virus on my computer - http://www.im-infected.com/rogue/control-center-virus.html

I have tried searching for a solution, but I can't make use of the instructions provided by websites such as the one above, as I am unable to access my computer properly, even in safe mode. I'm faced with the control centre program when I start the computer, and task manager also won't allow me to close the program, so I can't download MBAM or carry out any of the suggestions I've found online.

If someone is able to provide me with some help or advice on how to get rid of this thing, I'd be extremely greatful.

Please answer the below:

Can you download anything on this computer? Have you tried running iexplorer.exe from Task Manager so you can download?

Can you run anything at all? Even from a CD or a flash drive?

What processes are you trying to kill with Task Manager? Have you checked to see if they are running as services?

If you truly cannot any programs in any boot mode ( safe, normal, safe mode with command prompt) then there is not much we can recommend but the below:

Try restoring to an older registry hive using the Recovery Console as per the below. This assumes you have Win XP since you did not even tell us what version of Windows was in use.

Take the hard disk out and scan it in another well protected PC

Use another PC to make a special CD which you can boot from to try and run virus and spyware scans or to at least backup data. CDs like the below:
