control panel Taskbar & Start menu can't open

    Control Panel - Will not let me open Taskbar and Start Menu.

    When I right click on the task bar/properties I can open it. I am trying to fix a problem with my desktop. I have a sidebar that want go away.
    My Task bar is at the bottom

    At the top it says Folder Tasks, Other Places and the bottom Details.
