coooo269, bsod

I have a buddy of mine that is getting this error:

A) Stop: COOOO269 ( Illegal System DLL Relocation). The
system DLL user 32.dll was relocated in memory. The
application will not run properly.

B) The relocation occurred because the DLL F:\\Windows
\System\Kernel.dll occupied an address range reserved for
Windows System DLLS. The vendor supplying the DLL

I tried a few things but the computer will only boot to the BSOD. Safe Mode, Last Known good configuration, all of that. I know it's something in the registry but is there a way to do the fix without the recovery disk? Probably not since I can't even get to the safe mode or command prompt. Any help would be appreciated. thanks.

 

Ouch! If you can't use the machine at all, and you don't have your XP CD, there's not much you can do, other than contact Microsoft with the product key, and get replacement media.

 

When you get the second message, what are the options if any? You might have to wait a couple of minutes and see if a second message appears.

Was he downloading something at the time?

there isn't another line. it's a dell computer.

 

"Any" options listed he can click on? Maybe OK, Details or Install Mode, etc.

Did he download anything before this happened, maybe a interrupted or incomplete download?
