Monitoring my CPU Core speed it never goes above 800. mhz with a bus speed of 100. mhz. I have a i7 4790k. Is that normal.

No, that reads like the CPU multiplier is stuck at 8x (probably the minimum SpeedStep), base should be 40x, Turbo should be 44x.

Grab your manual for the 'board and check what the current BIOS settings are for the CPU.

I have the msi z97 gaming 5 and have not been able to find where i can change the multiplier for 8x to 40x

    Manual download.

The CPU specifics are in Chapter 3-18. I suggest you study the manual in full, a printed version should have been supplied with the 'board.

It's possible that you need to update the BIOS if your version is an early one, instructions for that are also in Chapter 3.

    BIOS download.

Yes I've read it and changed the settings and saved it in the bios, but every time it goes back t0 the 8x multiplier.
The bios is up to date.

    We need more clues.

What do you change the settings to?

Have you tried using defaults or optimised defaults (whichever is listed in your BIOS)?

The multiplier is set at (8x 100) which it says at the top of the bios page and every time
I change it to 40x in the CPU Ratio instead of auto the core clock speed and multiplier reading from CPU-Z remains 800 mhz and 8x.. I have also click the OC genie
which should change it to 44, but that setting doesn't save either. I have monitored these settings while running ARMA 3 and it never goes above (8x 100). I have updated
the BIOS and all the drivers. Using Window 10.

Just ran the Intel Processor diagnostic tool and the CPU is working fine.
    Can it be the motherboard?

Run HWiNFO64, set for sensors only and post up the CPU/motherboard section after it's been in use for 30 minutes or so.

    A Screenshot will be fine.

How to attach items to your post. (Not sure this is still 100% correct, the forum software has recently changed.)
