Create a custom Safe Mode?

    I started getting back into music recently, and as such began working with audio recording software and the like.

    My system is in no way setup like a DAW however (AntiVirus/Startup Programs/Custom Drivers/Services) , so I was wondering if you could somehow made a kind of custom Safe Mode, which you could switch on and reboot into, disabling all the services and applications you don't really need, but also keep ones that aren't allowed in a normal Safe Mode operation, such as graphics and sound.
