On a fairly popular, safe site called alternet.org, CTL-F to find some text on the page does not work, either in Firefox or in Opera. (Of course, I tested CTL-F in both browsers on other pages, and it works fine.)

What is the code for disabling CTL-F? And why would a web designer use it?

    You mean CTRL + F
You should put questions on how this works or doesn't work on that website to that website's administrator.
You can google answers to how to disable key functions like that.
