Cursor Auto Scroll

I have a Dell Inspiron laptop, recently it started auto scrolling, happening for start menu, in browsers, outlook, etc.

Tried changing the mouse, and bought a new mouse, still same problem.

Even if I disconnect the USB mouse, even with just the TouchPad, same issue.

Checked for update of drivers. It said touchpad driver is up to date. Uninstalled the USB mouse and restarted laptop. The USB mouse got reinstalled, still same problem

Sometimes, when I press F5, the scrolling pauses, again resumes

Not sure if this is a hardware / software / malware problem. Kindly guide
