Cursor keeps freezing?

Hello, I am Prosecute and i am new to these forums!,

This may be in wrong section as it may be a hardware issue i'm not sure, basically my mouse cursor keeps freezing and unfreezing only for several seconds and its quickly becoming very annoying, you have to be quick and precise and its taking me an hour just to navigate through websites!

I was on windows 7 on a dell vostro 1710 when it first happened, iv'e even reformatted back to xp and used backtrack 5 operating system throught a usb and still the same issue!, this is happening with the mouse AND dell touchpad, if any genious can remedy this one i will be very greatful indeed

Im not running any atm as iv'e reformatted too xp and its still same problem, same problem with my mouse and the touchpad, my mate has used vnc and it worked fine from his end so its possibly a hardware issue yes?, what is it that i need to fix and replace if so and how much would it cost me?
