Cursor Problem

If I totally remove power from my computer tower, let's say because of an electrical storm, I first power-down normally, using the START button, and then TURN OFF THE COMPUTER. When it's powered-down, I then unplug the tower.
Later, I plug the power cord into the tower and hit the tower's POWER button.
The computer appears to be starting up normally, eventually, the curser appears in the center of the screen. I grab the mouse to MOVE the curser and it just sits there FROZEN. Nothing I can do with the mouse, makes the curser respond.
The ONLY way I've found to get the curser to move is to hit the START button and shut the computer back off. Sometimes I've used the tower's POWER button to turn the computer back off.
When it powers up, A SECOND TIME, eventually the curser appears and now, using the mouse, IT WILL MOVE.

:confused WHY? Why do I have to start the computer TWICE, (only AFTER totally removing power), to get the curser to move? :confused

One person suggested that the mother board's battery needed to be changed. I changed the battery, only to still have the original problem. :cry

ANYONE HAVE ANOTHER IDEA, TO FIX THIS? Thanks!

Don't touch the mouse until windows is totally loaded. See if that makes a difference.

No...I could walk away for 30 minutes after 1st booting up and the mouse won't move. I always have to reboot to get the curser to move....but thanks anyway.

This happened to me with one computer, but pulling the power off completely was not the problem. For some boot sessions, the keyboard was not detected so if I moved the mouse the computer froze. The keyboard not being detected had something to do with num lock or cap lock. I don't remember if they were on and needed to be off or the opposite. Once I went into the BIOS and made changes, I had no more problems. The fact that you pull the power might mean that BIOS settings might be lost so the first boot, something is not correct. Maybe on the re-boot, the system loads differently. Sorry I can not be more specific.

Watch the keyboard lights (num lock and cap lock) on a frozen boot and again on a successful non-frozen boot and see if there is a difference. If there is, after a successful boot, go into the BIOS and see what settings things have.

Thank you plodr for your answer. It's been SO HARD to get me my point across. You finally understand the real problem. It's just a big bother to have to restart the computer AGAIN to get the curser to move. I’ll look for the number’s LOCK to be on (as I usually have it) and turn it off, to see if that changes anything. As far as the computer not recognizing the keyboard, or making changes in the BIOS. While I understand WHAT you are saying, I’m NOT, in ANYWAY, qualified to mess with BIOS. If I have to, I’ll just keep re-starting the computer. Thanks so much for (first) understanding the problem and (second) giving me a knowledgeable answer. I'll try what you have suggested per locks and lights. Maybe it will make a difference. Time will tell. Thanks again!

Don't mess with the BIOS but also do not be afraid to just go in and look at things. I did this many times before I got brave enough to try a tiny change.
