To answer the question as to why someone doesnt come up with a removal tool that removes all malware, is that malware mutates and changes just like human virii, so this makes it difficult to have a vaccine to fix all, if someone developed a tool to find and remove all malware they would be likely the richest person alive. Sadly many tools find different things and with these types of malware so random in the files they create, it needs an expert to locate and know that file is not a legitimate one, which is why we have a small battery of cleanup and scans to run below,
