Could someone please help me with this.

there is no parameter being supplied for the user_id..

in file functions_rate.php there is a value that is supposed to be passed to the query.. that value "USER_ID" is missing.. what it means beyond that point, I can't tell other than it obviously is not working. If you can provide more background, perhaps I or someone else could assist you further.
