check the file attributes, make sure it's not archive or read only. DO you et an error when you try to delete it?

Not hidden, not read-only, and yes, the error is the file is in use by another person or program.

Can you stop the process through task manager?

boot into safe mode and see if you can delete it.

Have you tried deleting from DOS (If Win 98/ME) or from Safe mode (if Win XP/2000) ???

Try loading Windows, click Start -> Run -> Type msconfig

Check the Startup tab for any suspicious programs. Anything you are not sure of, compare the entry to Pacs Portal to find out what it is.

If this fails, for Win 98/ME enter MS-Dos mode and try delete the file from there. For Win XP/2000 reboot your PC, press F8 during boot, and select Safe Mode and try deleting from there.

    If THAT fails, PRAY!! :D

It may not be a running process but something associated with it is.... have you closed using task manager the player used to view mpg?

If it says some other process is using the mpg somewhere in Running Processes there will be something using that file association, most programs do let go on reboot tho so this is a tad strange!

do you have a programs that startup with windows that can play this file if so those are the tasks to close first as it may be in the recent used file list of said program?

    Good thought Halo.

It may be Media Player, Winamp agent or something similar loading at Startup that is, for some strange reason, calling the file into use when it activates.

A thought may be to load the Media Players and check their playlists for the file entry there.

nothing being loaded, no winamp, kazaa, media player running, all tasks that were started by me as a user are killed, and I still can't delete it.

I thought so Mutz BUT nope not the answer

I'm now going to ask what the hell is that mpg?

have you looked in registry RUN keys to see if that file is loading in background?

How about using the command line to delete?

start > run > cmd ( type CMD then enter ) > ( at command prompt type ) del *name of file.mpg*

bear in mind you may need to find the right HD, folder first with said mpg in it.

Its not in the registry. I can pkay it, but not delete it. Its just a music video, if I said what I might get in trouble for warez/illegal stuff on here. =) Just a video I got off Kazaa.

Would you happen to have Kazaa running at all in the background??? I dont just mean the program file, I mean all the spyware etc it loads in???

My Bearshare often locks files once it is loaded to prevent me deleting/moving it during P2P searches.

Seriously, try the Safe Mode delete route. In Safe mode, absolutely NOTHING except Windows essential files gets loaded. If it refuses to budge then, you may need a Dos startup disk (Win98/ME will do unless you are in NTFS) and delete it from outside Windows.

    Good luck.

Safe mode is next I guess, I have kazaa lite, so there supposably is no spy ware. I found some things in my msconfig that I thought were weird, so those aren't starting now, we'll try again after a restart.

Probably movie preview having fun in the explorer. Try to move the movie into an empty folder and then delete the entire folder.
