Dell: Windows 7 Startup Repair Loop After Factory Reset

    Before i did the factory reset i had the loop stuck so i would have to restart my computer twice to bypass it, i ignored this until i got the blue screem of death a few times so i backed up everything on a thumb drive and did a factory reset. Now i get the startup loop, when it finishes it says no problems detected. Then itll go back to the startup repair. I have tried starting windows normally and in safe mode, when i try disabling the automatic restart i get a blue screen telling me i have a virus and i have to shut down my computer. Im at a stand still. When i do the windows command prompt as famously posted it says STOP if there is any bytes as 0, well all mine are 0! Can anyone help me? im so sick of this and i do not have a repair disk nor can i get one :(

    te blue screen i get that says i have a vuris also says something about chkdsk/ f?
