Deluged With Spam

I realize this is a dumb question, none the less, is there not some way to choose specific IPs / email addresses who are targeting your email and block / blacklist or give them shingles?
I have long used everything Microsoft offers, Report - Block - and I have even gone into View - Message source and when there was an email address shown, I "redirected" it right back at them.
Now they've all taken their emails out.
Microsoft's tools of report and block are USELESS and a joke.
Is there not something I can do, other than abandon my current email and change dozens of different necessities, i.e. banks, businesses, etc?

 

Make sure you don't post your email address publicly on forums, as bots patrol the web to maliciously register people to useless mailing lists. For example, you can write it in your profile as, for example, personblah1[at]gmail.com without including the @ symbol, so a bot cannot scan that handle to subscribe you to junk.

 

Thanks SCT Guy... fyi, I USED to be on (6 years ago) the hell hole of Face Book, I have never, do not and will not list my email address anywhere publicly.
I was at one time on Linked In for a short period of time, and I attempted to remove my account. However, friends have told me it is still there and I have gotten spam stating they saw me on Linked In.
