Desktop blocked after bootup.

I have typically been able to fix most issues I have had with PCs on my own simply by checking various posts here or using recommended fixes.

Today I have a different type of problem the I need advice with. I have a Windows XP system that boots normally, however when the desktop loads in it is visible only briefly (about 5 seconds) before a white "The page cannot be found" loads in eliminating access to any icons or the desktop. I have been unable to close the page or access the task manager or anything else for that matter. The system will not boot in safe mode as it goes to the BSOD when I direct it to do so. In effect I am unable to initiate any anti-malware/virus programs as things stand.

Any advice on what options I have available here?

EDIT: Okay, now I notice through holding the cont-alt-del buttons that the task manager flashes on the screen indicating that this is Conteneur Activex.
