Dialer from hell (even survives reformat)<first time poster>

Hello I am a first time poster.

I am having dialer/troj issues. I have dealt with my share but this one seems to have teeth. I tried my normal removal steps but no luck. I did a reformat and reinstalled windows but in the middle of the install the dialer pops up right on the install blue screen?? this is after I even did a (quick) format of the drive to erase everything before installing. I have never seen anything like that before.
I found this site and followed the steps of removal suggested on the site. Each step removed something but its still here. Its known as Carlton Dialer or Winlucent Dialer. If anyone can help that would be great. I am open to any suggestions at this point.
