dialup wows

Ok as some of you know where i live i cant get high speed and i am limited to 1 ISP for dialup So please don't just say to get high speed

During the Winter my dialup connects at about 34-36Kbps But when summer hits and the heat comes my connection only gets up to 19kbps to 4.2kbps and that is not even worth turning the computer on. So what i am wondering is there anything i can do to help my dialup get a faster connection to boost it back up to 34-36kbps. is there something i can buy that will boost the signal to get a better connection or some settings i can try? I have messed with all the basic settings and not effect. What about the Extra Initialization commands key? anything i can do there? i dont know why but as soon as i connect it shows it already has gotten 2 errors.

My modem is a softV90 data fax modem

Being temperature related may mean a line problem, either inside or out.
Can you have your telco check for noise?
