disabled computing

I’m hoping someone will be able to offer some advice for a friend of mine, he’s due to have a spinal op on Saturday, the top vertebrae of his spine is going to be fused he will no longer be able to move his head left, right, up and down, he will most likely to be confined to a wheel chair for the remainder of his life have little or no movement in his arms. Can anyone offer advice on how we can at least make him able to use his computer.

You can set up a voice command system on computer like he use to have.
