Disbale Start Navigation Refreshing?

Hello

Every time I am browsing the web, i have to continually click on the web page again with my mouse to carry on scrolling, navigating or typing. At the same time this happens, the noise for Start Navigation is triggered. I have disabled the 'clicking' sound now, but i need to know how to disable Strat Navigation refreshing so that this problem completely stops.

It also effects watching videos, both in my browser and just on my desktop in a media player. If i select to play in full screen then as soon as Start Navigation kicks in it becomes smaller. When I am playing games it brings me back out into the desktop.

If you help me I will be the most grateful person ever! I really need to kick this problem into touch.

I'm running a 2600mhz athlon with 92gb hard drive on XP. I have plenty of free disk space.
