disc burnng

    Usually I use my own burner for dvds but this time I just opened the F: drive in This PC and dragged an .exe file into it.

    It burned then closed as it should.

    Each time I boot up I see a balloon telling me I have a file waiting to be burned and the same file is there.

    Is it customary for Win 8.1 to do this or should the file have disappeared once it was burned?

    The file will be available for burning to as many CDs/DVDs as you wish. If you don't want to burn the file again, you need to delete it from the queue (you could have several files that you wanted to burn).

    As mdonah said, just delete it.

    If it was in the F: drive; open the F drive and delete the file.
